Clear Policy Strategies was founded by Aaron Taylor after two decades spanning federal policymaking and private equity — with experience at the Senate Finance Committee, the White House, and the executive branch, alongside leading legislative strategy for nearly 200 international companies.
Aaron began his career on the Senate Finance Committee under Chairman Orrin Hatch, where he managed more than 30 hearings focused on tax reform. During that time, he developed deep relationships with the Members and staff responsible for shaping major tax and trade legislation, gaining firsthand insight into how consequential policy decisions are made.
He later served as Vice President of Tax & Trade at the Global Business Alliance, representing nearly 200 international companies before Treasury, the White House, and Capitol Hill on matters involving tax, trade, and financial services policy.
Over the past five years, Aaron's work has centered on advising international governments and companies seeking to invest or expand operations in the United States, drawing on longstanding relationships across the National Economic Council, the Department of Commerce, and the Office of the United States Trade Representative.

Carlos A. Moreno is a Salt Lake County Councilman and attorney who immigrated to the United States from Venezuela. He holds a law degree from Rafael Urdaneta University with a specialization in Venezuelan Labor Law, and earned degrees in Political Science & Government and Homeland Security & Emergency Management from Salt Lake Community College. A former student body president and Vice President of the Utah Student Association, Carlos brings a firsthand understanding of democratic institutions, governance, and the stakes of policy — both abroad and at home.
